If this is a 3rd party debt collector, they have to stop contact with you if you send a cease communications letter. There is a "slight" risk of legal action...but in general they won't take legal action for defaulted utility bills.
- If you can scrounge the money up somehow...try to settle in full for $300 up front. Get all terms of any settlement in writing BEFORE you pay. If you can't do this, then here's how to stop them from harassing you.

Send the collection agency a letter via Certified Mail + Return Receipt (NOT regular mail) stating:

Per the Fair Debt Collection Practices Act, cease all communications with me. Receipt of this letter is being officially time stamped by the USPS

If you send them a cease and desist letter, they must stop all contact. The only further action they can take to collect the debt, would be to sue. They may do that. Some collection agencies are going to court for even small amounts.

In any case, they won't be sending you any settlement offers. It's more likely that they will sell the debt to another collection agency -- the utility probably sold the debt to collections but if not, the debt would be returned to the utility.

That's not a living will issue, it's a question springing from an apparently valid will.

1 and 2 aren't answerable on the facs you gave. You should contact an attorney familiar with the facts of your case to be certain - and there are lawyers who work for organizations dealing with seniors and can provide advice without charging a fee.

3 is simple: No, she can't be put in jail for a debt, assuming she has one.

4 is not quite as simple, but ordinarily welfare and food stamp money can not be attached for the most common types of debts. Again, consulting with a senior law attorney familiar with the facts of your particular case will get you a more precise answer.

In a nutshell it becomes one debtor who takes over all other debts, either "pay them of" or pay them according to a agreed upon scale. It will cost you more to pay off all debtors, because the controller would like to earn something from it. But you only pay one person per month, according to an affordability scale. With a bit of practice and time spend talking to your creditors, you could do it cheaper yourself.
paying of the smallest one, when finished, split that payment in half and pay of the next smallest one, and so on until only the biggest remains. On condition that you don't incure new debt.
Peace.
